IMPERSONATION
Re report of SA-(WORD DELETED) 1/4/67 NY, setting forth identifying and background information concerning subjects.
Matter under investigation is a conspiracy between a number of
individuals to effect an invasion of Cuba and assassination of Cuban
Premier FIDEL CASTRO, in which CIA assistance was allegedly sought
through the medium of two NYC residents. The conspiracy transpired
between July and October, 1966 with no known resulting overt
action. Conspiracy (PARAGRAPH DELETED) personal contact occurred
between various of the subjects in furtherance of the conspiracy, but
since the conspiracy never came to fruit, it did not become public
knowledge (PARAGRAPH DELETED)

As the Bureau is aware, subject (SENTENCE DELETED) ROLANDO MASFERRER,
indicating some degree of acquaintance- ship between the two in
possible involvement of MASFERRER himself in conspiracy.
MASFERRER was recently arrested in Florida with a number of other
individuals by US Customs officials in connection with a proposed
invasion of Haiti and his arrest received considerable nationwide
publicity (PARAGRAPH DELETED)
REQUEST OF BUREAU
Bureau authority is requested to interview (sentence deleted) He will
be informed we have received allegations implicating him in this and
other Caribbean ventures. It is anticipated that during the
ensuing discussion some opening will occur permitting questioning
relative to instant conspiracy.
Bureau authority is also requested to interview (WORDS DELETED) as it
is felt his (WORDS DELETED) render him susceptible to a low-key
approach concerning the conspiracy. Interview

(WORD DELETED) would also be initiated with a discussion of MASFERRER's
recent operations and their ramifications. Since instant
conspiracy was never brought to a logical conclusion, it is felt (WORD
DELETED) might not feel obligated to protect his fellow subjects.
The NYO feels it will be eventually necessary o thoroughly interview
all subjects in this matter, but requested interviews appear most
logical at present utilizing the MASFERRER information as an opening.
Should (WORDS DELETED) implicate other of the conspirators, Bureau
authority will be immediately requested to interview those thus singled
out.

Miami is requested to advise the NYO whether identification of
individuals arrested with MASFERRER and/or subsequent interviews
conducted of them reveal any connection with instant conspiracy.
