S U B J E C T: Cuban Revolution

After discussing with you and our mutual friend,
Senator Smathers, yesterday the Cuban situation and the Cuban
Peoples' idiosyncrasies, and knowing your knowledge of the
present Cuban leaders in exile, I take the liberty of making
you the following recommendation.

1.  I am sure that my recommendation will be of great
help to our democratic cause and the future development of
democratic movement in Latin America.

2.  Captain Eladio Del Valle Gutierrez

I had the pleasure of meeting with Captain Del
Valle and discussing his plan.

I have met personally all the human and material resources.

He was ready to invade Cuba last week, but on my suggestion he postponed it.

If we can offer help for him, his sacrifices will
bring better results than allowing him to work by himself.

He has no relation with other active Cuban leaders
in his plans, even though he is a personal friend of them.

At the present time Captain Del Valle has 150 men–
armed–who were ready to go last week and will go as soon as
Del Valle so directs.

They are well equipped with arms and everything
needed.

He has in his group a person who was a Commanding
Officer of the old Regular Cuban Army and twelve other
Officers from both Castro's and the old Army.  These Officers
are going to establish contact immediately with 1,500 people
prepared by Captain Del Valle in one of the Provinces of Cuba.

He also has contact in Cuba with the organization
called El-Mar.  This organization in Cuba, as well as Captain
Del Valle's organization outside of Cuba, consists mostly of
ex-members of the military class of Cuba.

R E M A R K S:
I think Captain Del Valle knows what he is talking about.

His theory is that different battlefronts should be
opened and these battlefronts should be directed by people who
know about military movements.

He has resources enough in Cuba to open a second
front ten days after his first launching in another Province
at the other extreme of the first one.

R E C O M M E N D A T I O N:

1.  With your help, Captain Del Valle can make
bigger movement than the one he is ready to launch.  He
can enforce more the sabotage in the Province of Havana,
where open fighting is not foreseen.

2.  As he already counts with his own force, done
and achieved by his own sacrifices, we should provide those
150 men with extra equipment–to be carried by them for
those in Cuba ready to join them.

3.  Also, I imagine, some financial help for the
families of those going over there can bring a favorable
reaction.

This is a very urgent matter and Captain Del Valle
is on the move.  He will appreciate it if you will get in
touch with our distinguished friend as soon as possible.

Once more, thank you for your great interest in our
hemisphere.
