SUBJECT: Request to See Kennedy Assassination File

Received a call from Mr. Walch Dozer (a reporter) requesting to speak to Lieutenant Kay and wanting to look at our file on the Kennedy assassination.  Advised him Lieutenant Kay was retired.  He requested to see our file on the Kennedy assassination and stated Judge Gelber told him to contact Kay.  I told him we do not permit anyone but law enforcement officers to see our files and then on a need to know basis.  He said Lieutenant Kay let Bernard Finsterall [Fensterwald], a reporter, look at the file.  I advised him that this was against our policy and that if it was done during the period I was in command, he was in violation of our procedures.

At 1535 I telephoned Lieutenant Kay (retired) at home and he said he let Finsterall [Fensterwald] see the file in 1967 on Chief Walter Headley's orders.  Finsterall [Fensterwald] was working at that time for the U.S. Senate.
Mr. Dozer requested my name and title.  This was furnished to him.
